Hot Springs and the Arkansas Department of Environmental Quality entered into a Consent Administrative Order in August 2008 that required the city to take corrective action to eliminate capacity related overflows. To meet this requirement by the assigned date of January 2018, the city had to take immediate and aggressive action. The first step was the development of a System Evaluation Capacity and Assurance Plan (SECAP) which was assembled by RJN Group, Inc. After the SECAP, specific projects were identified that would reduce the strain on the existing system. One of those projects identified was the Stokes Pump Station Tributary Area Parallel Force Main Improvements project.
The project consisted of installing approximately 16,500 feet of 24-inch force main that would parallel an existing 24-inch line installed in 1975. The new pipeline would provide overall system redundancy as well as increase the overall capacity of the system. The parallel force main would need to run through a very busy area of the city and connect the Stokes Lift Station to the Hot Springs Creek Lift Station.
