The Salt River Pima-Maricopa Indian community in Arizona shares a border with the cities of Scottsdale, Mesa, Tempe and Fountain Hills. Arizona Loop 101, also known as the Pima Freeway, runs along the western edge of the  community and provides access to a variety of community business developments like the Talking Stick Casino Hotel  and Golf Course, the OdySea Aquarium and the Salt River  Fields—spring training grounds for the Arizona  Diamondbacks and the Colorado Rockies.

The businesses are accessed using two freeway exits to underpass crossing streets, one of which was the route for an offsite water line coming from the new Salt River Fields water production facility. A trenchless installation was required because maintaining access to the freeway ramps and minimizing traffic impact was critical. Because jack & bores are the standard method for crossing Arizona Department of Transportation freeways, the initial design included an  800-foot long jack & bore of a 48-inch steel casing with a 16-inch restrained joint ductile iron pipe inside. The high number of crossing utilities, including a large culvert, pushed the water line profile depth to over 30 feet.
